Slums by Intent 2

Following on from the last post.

Need to create a slum – argue conditions are too far gone for restoration/refurbishment? Easy, as bad landlords and property developers the world over known, just get up there and ruin the roof – a few months of the rain coming in will stew nicely providing you with a perfect slum you can slap a condemned order on. And then let the property developer tear it down and get on with the new high rise.
